Asbestos survey before demolition: the survey you cannot skip

Every demolition starts with the same question: what's in the building? Until a refurbishment/demolition asbestos survey answers it, no responsible contractor will price the job firmly, and none should start it.
Why it's required
Under the Control of Asbestos Regulations 2012, asbestos-containing materials must be identified and dealt with before demolition or major refurbishment, and HSE guidance is explicit that the survey needed for this is the refurbishment/demolition survey, a fully intrusive inspection that opens up floors, ceilings, ducts and voids that a standard management survey never touches (hse.gov.uk/asbestos/surveys). Any building built or refurbished before the year 2000 can contain asbestos, so for pre-2000 buildings the survey is a given, not a maybe.
What it involves and what it costs
- Intrusive inspection: the surveyor breaks into the building fabric, so the building needs to be empty and the survey is destructive by design.
- Sampling and analysis: suspect materials are sampled and lab-analysed; the report maps what was found and where.
- Cost: priced per building by size and complexity, typically from a few hundred pounds for a small domestic property and more for larger or complex buildings (typical 2026 quotes, verify with local surveyors).

How findings change the demolition price
If the survey finds asbestos, removal happens before demolition. Lower-risk materials like asbestos cement sheets can be removed by contractors following the right controls; higher-risk materials (sprayed coatings, insulation, insulating board in most cases) need a licensed asbestos removal contractor, and that work is priced separately from the demolition itself. This is why quoting before the survey is guesswork: the same house can be a straightforward job or one with a five-figure removal phase in front of it. Who does what
- You (or your contractor) commission the survey from an asbestos surveyor; UKAS-accredited surveying firms are the benchmark to ask for.
- Removal firms deal with what's found, licensed removal where the material requires it, notification to the regulator where the work is notifiable.
- The demolition contractor takes the building down once the site is clear, holding the survey report and clearance paperwork in the job file.
